Art versus Skill

at what point does skill become art?
or are they 2 very different things?
can you have one without the other?
discuss.
i know that i cannot take an image from my head
and reproduce it on any sort of media
(2 dimension or 3D)
therefore, recognize that i do not have SKILL
but i still have the mental model of what the image should be
to make a music analogy...
anyone can play the notes, but that doesn't make it music

I have been pondering this since I read it. I don't think they are different things but I do think you can have a skillful person who is not an artist. I am struggling with whether you can have an artist that is not skillful. My gut says no.
